Tasks and responsibilities

  • Lead the HR vision and strategy, which is in line with the strategic plans of Oxfam international and the strategic ambitions of Oxfam Novib, by translating organisational policies and processes to the operational action plans for the HR department;
  • As a people-centred manager, lead staff of the HR department ensuring the department’s contribution to organisational results, coaching and stimulating staff development in line with the organisational goals;
  • Development, management and continuous review of the departmental budget;
  • Prepare and implement Board approved annual plans;
  • You track new developments and trends within the global HR sector in order to enhance our abilities in attracting and retaining the best talent to fulfil our organisation’s strategic objectives;
  • Advising the Board of Directors and Senior Management on strategic development of Oxfam Novib from the HR field of expertise;
  • Provide strategic human resource planning and delivery;Advising the Board of Directors and line management on corporate HR policies in different regions and countries;
  • Supports the Board of Directors decision making on personnel and organizational issues, assists in negotiations with trade unions and Works Council;
  • Represent Oxfam Novib during collaborations with Oxfam International through being part of the Oxfam HR directors working group;
  • Responsible for the development HR instruments and its international application within Oxfam Novib;
  • Responsible for a coherent and effective support to the organization in The Hague as well as in country offices;
  • Provides leadership on efficient and effective work in the area of HR;
  • Manages and evaluates the tasks performed within department and takes responsibility for the delivery on agreed upon targets;
  • Responsible for the organisational design of the HR department including the efficient structuring of the work processes.

Requirements for the job

You have:

  • At least a master’s degree in human resources, or closely related field;
  • A minimum of 10 years of experience in a similar position in a complex international organisation;
  • Exceptional communication and networking skills to represent Novib both externally and within the Oxfam confederation;
  • Are an excellent proactive innovator, connector and negotiator;
  • Have a result-oriented approach and are able to motivate and inspire staff to create a high performing team;
  • Are able to lead in building relationships and motivating and engaging others;
  • Have excellent written & spoken Dutch and English skills. A working understanding of French would be an asset;
  • Are able and willing intermittent travel nationally and internationally.

The key competencies for this position are;

Result orientation. The formulation of results to be attained from the objectives of Oxfam Novib, in terms of quality and quantity (formulated SMART-ly). The basis for managing through actions and evaluations.Leadership. To provide guidance and steering to staff members, stimulate co-operation; determine the goals and results to be achieved and assign tasks powers and responsibilities tot staff members.

To build bridges and find common ground from cultural differences.Customer orientation. To analyse the wishes and needs of the internal customer and act accordingly.

We offer

A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range of € 3.402, -- to € 5.233, -- on the basis of a fulltime position. This is excl. 8% holiday fee and end of year allowance.
